Federal supervised release was intended to provide additional monitoring and assistance in special cases when an individual required more support in their reentry. Our Supreme Court has explained that it was intended to be reserved “for those, and only those, who needed it.”
However, in practice, the use of federal supervised release has ballooned dramatically and is now imposed in virtually every case of federal incarceration.
Probation officers say that they are unable to provide individuals with higher risks and higher needs the close supervision required to protect the public and help them reenter society successfully.
Meanwhile, thousands of people are on supervision well beyond what is necessary to support their transition. This places counterproductive hurdles on lower-risk individuals that inhibit their ability to succeed.
A bipartisan group of lawmakers in Congress have come up with a commonsense solution: The Safer Supervision Act.
The Safer Supervision Act makes overdue updates to federal supervised release so that supervision works better for everyone – people on supervision, supervision officers, crime survivors, local economies, and the entire country.
